University Education in Syria
A university admission guide for students with high school diplomas obtained outside Syria
University education in Syria is an available option for Syrian, Arab, and international students, including students who hold high school diplomas issued outside Syria.
If you hold a high school diploma obtained outside Syria and wish to continue your university education in Syria, several procedures need to be completed before applying, starting with preparing, certifying, and obtaining equivalency for your documents, followed by choosing a major and arranging your preferences through the university placement process.
⸻
University Admission Requirements in Syria
University admission in Syria is based on the university placement system. As a general requirement, students must hold a high school diploma that qualifies them to apply for their desired major, and their high school stream must be compatible with the major they wish to study.
The cumulative high school grade average is taken into consideration during the admission process, rather than only the Grade 12 grade or the baccalaureate score used in some countries.
Admission requirements may vary depending on the major and the type of placement. Some majors may require students to successfully complete an entrance examination or aptitude test in addition to meeting the placement requirements.
Students who obtained their high school diploma outside Syria must also complete the required document certification and diploma equivalency procedures before completing their admission process.

Types of University Placement
The appropriate admission and placement route varies depending on the student’s nationality, type of diploma, and the applicable admission requirements. Available placement routes include:
01 — General Placement (Public Universities)
Admission to public universities according to the requirements and scores established for the general placement.
02 — Parallel Education Placement
Admission to public universities through the parallel education system.
03 — Placement for Arab and International Students
A placement process designated for Arab and international students according to the specific requirements and regulations applicable to this category.
04 — Vacant Seats Placement for Arab and International Students
A placement process available when vacant seats remain within the seats allocated to Arab and international students.
05 — Vacant Seats Placement for General Placement
A placement process allowing students to benefit from vacant seats according to the availability and regulations determined by the relevant educational authorities at each stage.
Placement routes, available seats, and admission requirements may vary from one academic year to another. Therefore, the official instructions issued by the Syrian Ministry of Higher Education are followed when the placement process opens.
⸻
Required Documents
The main documents generally required include:
- The original high school diploma, with the necessary certifications completed.
- Academic transcript / statement of grades.
- A copy of the national ID, passport, or civil registration extract.
- Recent passport-size photographs.
Some requirements and procedures may vary depending on the country where the diploma was issued, the student’s status, and the type of placement.
⸻
Diploma Certification and Equivalency
For high school diplomas issued outside Syria, the required certification and equivalency procedures must be completed before the diploma can be officially accepted in Syria.
The process generally includes the following stages:
Certification of documents by the relevant authorities in the country where the diploma was issued
↓
Completion of the required official certifications
↓
Certification of the documents in Syria
↓
Completion of the diploma equivalency process
↓
Completion of the university placement application procedures
Diploma equivalency does not mean that any marks are deducted from the student’s grades. The purpose of the equivalency process is to officially recognize a diploma obtained abroad in accordance with the Syrian education system.
For students whose documents were issued in a non-Arabic-speaking country, we can also assist with translating the required documents and paperwork.

How Does the Placement Application Work Through Our Office?
We provide remote university admission and placement support, meaning that students do not need to travel to Syria to follow up on their application procedures.
01 — Sending the Documents
The student sends their documents and required information to our office to begin the application process.
02 — Reviewing the File
Our team reviews the documents before they are sent to Syria, ensuring that the file is complete and that the required certifications have been completed correctly.
03 — Follow-Up Through WhatsApp
A dedicated WhatsApp group is created between the student and our office team, allowing the student to stay informed about all updates and procedures related to their application.
04 — Arranging Preferences
When the placement application opens, a meeting is scheduled between the student and the specialist responsible for their application via Zoom.
During the meeting, the available majors and options are discussed, and the student is assisted in arranging their preferences in a well-planned manner according to their grades, admission requirements, and preferred majors.
05 — Application and Follow-Up
Once the preferences have been arranged, the application procedures are completed. Our team continues to follow up on the student’s file and provides the necessary updates until the admission results are announced and the required post-admission procedures are completed.
